It was probably originally intended for people with limited mobility or the such to use, though, Im damn sure lazy people use it too. I imagine whoever installed it there had good intentions.

lol, I don't know if you've already heard this or not, but there is an escalator that's even shorter. It's only two feet. Sadly, It's not in America, but in Japan x3 It still made me giggle though. Sad thing is, it only goes down xD
