I know I call this step rough grinding when we will only be removing metal with a file, but if you were using a belt sander/grinder then this is what the step is called.
Also it sounds a lot better than Rough Filing.
Again we have to make a center line on the knife. I use the marker to make two marks on the flat of the blade. One just over 1/2" above the edge and another roughly another 1/2" above that or just under the spine of the blade. From there I section the blade off. The only reason I section it off, is to give myself a stopping point to take a break from filing. I usually file about half way to the center line, before moving to the next sectioned piece.
When I have one side about half way down to the center line, I do the same thing to the opposite side of the blade. On this side I also stop after filing halfway to the center line. Once both sides are half way filed, I go back to the side I started with and draw my lines again. This time I file all the way to the center line and then change sides again.
The reason I stop so much, is to check the edge of the blade. The last thing I want to do is have a blade that wavers or goes too far to one side.

What's the purpose of the intermediate line that runs parallel to the cutting edge? Are you just hitting that mark before pushing all the way back to the edge of your bevel below the spine?

You can hand file a flat grind? Wow, mine always turn out all convex if I try that.

Yep. I get a flat grind every time. Really it's how you angle the file. I try to keep it as flat as possible without taking too much off the spine. I also make sure that I'm, at the very least, taking metal from the middle.
