It definitely is a bad idea to kill the chickens. However, if you cast "Fury" on one, a guard will come running up and kill it, removing the 45 gold bounty from casting a spell on the chicken

When my brother got to riverwood the first time, he killed a chicken. He asked me what would happen if he did and I told him to figure it out himself. He did. I was walking up the stairs when I heard him yell "OH MAI GAWD!!"
