I feel the idea might be a little redundant but Ringer could be yet another career criminal using alien/high tech bought from the Tinkerer. I mean, in this world it would be a real problem, and show why heroes like Spider-Man are needed. Regular cops would have trouble against thugs with alien guns. Ringer's tech is alien binding rings. Maybe a left over from Thor 2 when the Dar Elfs came to earth. They had a weapon that altered time and space making mini black holes. Maybe they had rings that could bind an enemy that were small, expanded around threat and them closed in on them. He wears light weight combat gear with lots of these rings in his various military pouches.sort of want to draw him.

For Charcoal, Charles Burlingame, I'd use the idea that he was a potential Inhuman that Hydra, or AIM, experimented on until he gained powers.
Most of the time he'd be in human form. When he is short or cut, that part looks like charcoal until fully healed within seconds. When he does become fully Charcoal I'd go with a look like Darwin in First Class when he became stone. Like this:

I'd set the scene, a sort of call back, to the gas station short about Coulson.
His in a gas station. An Inhuman walks in. all pale, blue and frosty. Frost on his shoulders, hair, eyebrows, and beard.
icicles hanging off his eyebrows, mustache, hair, sleeves. Looks like a frozen person. Not an iceman.
He tries to rob the place. Everything starts to freeze into ice and snow.
Coulson says, "Not again."
He grabs something from a shelf. And puts it in the microwave.
Cut back to ice guy. then he hears a ding. Coulson, "Hey, Icemaster!"
He turns and Coulson throws a hot fruit pie at his eyes. The burning hot pie scalds him and the ice stops. Coulson pays for the fruit pie .

Your Ringer looks Awesome! I'm not sure if I said this before, but I often felt Live-Action version of low-level villains seem more dangerous or like a real-threat than their comic book counterparts.

Oh well played! I can see him as a cold open villain Spidey beats just to drop you in media res. I love that you’re going for lesser known character like Leapfrog and this guy. At the risk of being one of those people who says ‘do this next, do that next’ have you got any more thoughts along these lines. I’d love to see Stilt Man or even the Spot (actually he could potentially be quite a good ad restart of treated well I suppose). Marvel has lots of threads it hasn’t yet picked up (The Leader, Gladiator) and I like you’re just taking characters head on
