well, that's you.
since i go about cheating, (AND DRAWING MY SUBJECTS WITH A PENCIL AND PAPER AND SCANNING THEM IN), i'll do background second to fit in with the subject better, since the subject is more important to me than the background.
what i usually do is to make the background completely separate. or on a different background layer after the subject is finished, then add the subject on top.

i learnt this from my art teacher ..u must do the background first,
and then add details.
Well thats not cheating most professional artist do that its nothing to worry

never liked them. whenever i had one, usually we hated each other to the core by the end of the semester.
so i've just vowed to never take advice from them again, since i find them too particular and really, just seriously not giving you any freedom with how you go about it.
i personally prefer to be fast and particular, and the idiots who tell me to do something to get a different result than what i want is better left out of my ear than left with a broken rib.

and i'm not going to waste my time being told by someone else how to go about what i do. Art teachers and their experience be damned.

pardon if that sounded harsh, but again, i've always had the most horrible experiences with art teachers, and i'm too wild to tolerate even hearing about them. i can't be controlled, nor will i be controlled, and it's always best to let me evolve alone.
as for if i think that backgrounds being painted first would look better:
my current answer to this is yes, it probably would.
but all i have to color with is a pathetic mouse, and gimp won't allow me to cut a certain shape and paste it. So i'm currently almost incapable of doing so, even with layers, since i have to work with scanned in paper drawings.
