I like that sadistic and confident smirk she has... it's so... Tomo-like. Yay for longer-haired Tomo! She looks strange with short hair...
The shades and suit actually suit her, strangely enough (I never could imagine Tomo in a suit)... then again, with her wanting to be in the ICPO, I guess this her "business look"?
I don't think Tomo's a psychopath... half of the time I think she doesn't fully realise what she's doing or saying.

Tomo was in a suit (police uniform, actually) in the costume race in the last Cultural Festival. Chiyo was her prisoner.
