Barley serves as the Chief of Whisper Falls' Guilds and takes his job very seriously... most of the time. He frequently has problems sleeping in, which leaves business to be tended to by the other officials and guild representatives, but when he is awake and present nobody can argue that he takes to his work earnestly and does everything he can to ensure the safety and prosperity of Whisper Falls and the neighboring springs. Even the most unpleasant types would find it difficult to fully crack Barley's pleasant demeanor - at the most maybe wiping the smile from his face - but Barley has never yet broken into tears and rarely come to blows with even the meanest Pokémon around.

Though he appears to be an ordinary Slaking (although some say there's a little more youth behind his big eyebrows), Barley is anything but a typical sloth. It would be hard to mistake the telltale blue bowtie ribbon this Slaking wears around his neck come business hours, especially when he gets to tapping on the Soul Dew he keeps attached at the base - usually it means he's in "contact" with his partner Graham, and more often than not the Reshiram will appear a few minutes later. Barley is thorough and makes a point of getting tasks completed without leaving any detail behind, and because of that dedication it's rare that any residents come to voice complaints about his or the guild's work ethic since he took over leadership of the guilds of Whisper Falls.

How he talks:
"Welcome to Whisper Falls! I hope you're enjoying your visit. ...Oh, the jacket? Why yes, I am the chief here in town. I just wanted to pay a visit and see all the new faces passing through today~ And hopefully we can be friends, if you're willing to stay that long? At least feel free to come to me or any of my guild workers if you have any questions. We're happy to serve."

"Nothing's too small for your old chief to hear about, so if something's bothering you then don't be ashamed to tell me. Or Graham, or any of the guild leaders! What matters to me is that everyone here is safe and happy. Here - you want to shake on it? I can't break a promise if I shake on it, right?"

"I wouldn't cause a ruckus in our town, sir. See, we take the safety of our locals very seriously and we don't have the wiggle room to let anyone raise a scene in case someone ends up at risk. If you'll lower your voice, we can handle this a little more peacefully."
