1. Animated battlebacks - The battlebacks seem simple enough; two folders for two different placements that can create varied results. Can battlebacks also be animated, however?

2. Battleview - Is there a plugin or something for having a battleview like these? imgur.com/a/rZyEB

3. Battle Preparations Screen - In some battle systems they allow for you to choose your units before going into battle (imgur.com/a/O4mmL ). Is there a plugin for something like this?

I understand that your questions are about RPG Maker.

However, I have just a little experience with it. I make my own Game Engine, and therefor I make my own plugins and my own code. So it all depends on my skills and almost anything is possible to make. 
I can't say the same thing about RPG Maker, I haven't tried to edit any of its plugins.

I would imagine you could animate them but I dont know how you would, I believe it would take a bit of programming

Previous RPG maker before XP had a similar battleview

I don't know about that, but if you have a "checkpoint" or something you can have the player change the lineup before hitting the event
