Update: Now I have a video tutorial!-------------------------------------------------------------------------------------
Here's how I make my squiggle animations using Gimp 2.6!
Gimp is free to download, you can download version 2.8 here: www.gimp.org/downloads/
I'm using an older Gimp though, so the layout or buttons may differ some. (I don't like updating much!)
I can't believe this took me hours to make, I really hope it's helpful! Sorry I don't have more time to make it pretty, but at least it's neat and organized. I did my best to explain it from a beginner's viewpoint, but you may still need to study Gimp a little.
This is also how I make my animated icons, it's a very simple process, just do a little experimenting and you'll get the hang of it.

GIMP itself isn't a virus. I've used it for a few years now, and had no problems with it. Nor does my Anti-virus say the installer is a virus or has one; the ones I've used anyways.
However it might be file hosting website that doing this. In this case cnet.
A while back on GIMP website they made a post that they were having complains from GIMP users that GIMP's installer was bloated and infested with something; I don't remember what it was but it was along the lines of adware, virus and such. The GIMP's Dev responded by saying it was source forge doing and posted a link to an article that states that what source forge is doing; sorry but I don't have the link to the article . I, however do remember the article stating, in short, source forge was/is replacing real installers with bloated and possibly infected/bad installers. And because of this GIMP Devs decided to abandon source forge and move everything to their own severs instead.
I don't know if cnet is doing this, but it wouldn't surprise me if they are. I would delete that installer and re-download the version you want from GIMP official website instead of a file website like cnet atm. Just to be safe. I hope this helps you.

This is an amazing tutorial!
I have GIMP 2.8, and I just used your cat base. However, when I get to step 27, I enter the file as cat.gif, and the pop-up that comes up for you is different then mine... Like, yours says it needs to be exported, but a completely different message comes up for me. I don't what I am doing wrong!

I'm sure you're doing nothing wrong, I have an older version of Gimp and I couldn't tell you where to download it. I'm sure there's a button that says something similar, like "save" or "proceed". Maybe try clicking them?

I've tried. The thing I just noticed about my image is that when I test the animation by leaving one visible layer visible and then click the other one on/off it doesn't look like it is moving at all ;-; Is this possibly the problem?

Oh, I see your avatar, did you figure it out?
Also, to make avatars, since they have to be 50px, I just draw my image at 100px, so when I downsize it isn't too hard to see.

Did you download the "Circle Fuzzy" brush or is it only on the previous/next versions, as I am using 2?

I probably downloaded it if it's not included in the program already (don't ask where, idk by now x3). You could do a google search for free gimp brushes, then look up a tutorial on how to install them.

I probley wont be able to animate a squiggle. But If I do can I use it for my icon on an ask account? Will it even work as an icon I don't know. But if its okay I will use it as my ask icon

Yup, it'll work fine, just make your image size at 100px, then scale it down to 50px when you're done. Good luck!
